The Harrison County Board of Supervisors (Owner) is requesting Bids for the construction of the following Project:

Firetower Road Water System Improvements

Sealed bids for the construction of the Project will be received at the Harrison County Board of Supervisors Office,
Emergency Management Conference Room, located at 1801 23rd Avenue, Gulfport, MS, 39501
until Tuesday, December 10, 2024 at 2:00 p.m. local time. At that time, all bids received will be publicly opened and
the bid amount read aloud.

The work included in the Contract shall consist primarily of Construction of the following items:

Installation of approximately 5 miles of water distribution line, valves, fire hydrants and connection of approximately 80 new customers.

Plans and Specifications are being made available via hard copy or digital download. Plan Holders are required to log-in or register for an account to view or order bid documents at www.harrisoncountybids.com. Bid documents are non-refundable and must be purchased through the website. Questions regarding website registration and online orders are to contact the Plan House at (228) 248-0181. No partial sets of drawings or project manuals will be issued. No contract documents (hard copies or electronic copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiving bids.

Prospective Bidders may examine the Bidding Documents at the Issuing Offices on Monday-Thursday between 8:00am-5:00pm and Friday 8:00am-12:00pm CST.

Bids must be submitted upon the standard forms contained within these contract documents furnished by Engineer, noted in the Information for Bidders. Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the owner as bid security. Bidders shall also submit a current financial statement, if requested by the Owner. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount.

The required documents shall be submitted in a sealed envelope and the outside of the envelope shall be marked plainly as: Firetower Road Water System Improvements and the Certificate of Responsibility Number.

Bids shall be deposited with the Harrison County Board of Supervisors, Emergency Management Conference Room, at 1801 23rd Avenue, Gulfport, MS or for those interested, bids can be submitted at www.harrisoncountybids.com under the project page, prior to the hour and date designated above. No oral, telegraphic, telephonic, or e-mail proposals shall be considered. All interpretations of drawings and specifications shall be directed to Jason Chiniche at Chiniche Engineering and Surveying by email to: jason@chiniche.com. An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with the bid proposal. No bidder may withdraw his bid within sixty (60) days after the date of actual bid opening without Owner’s consent. The Owner reserves the right to reject any or all bids and to waive any or all informalities.

All contracts awarded under this Advertisement will be funded in part by anticipated funds from the Mississippi Department of Environmental Quality (MDEQ) through the Mississippi Municipality and County Water Infrastructure Grant (MCWI) Program. The successful bidder will be required to comply with all MCWI Program regulations and requirements.

Work to be performed shall be in accordance with all Federal, State and Local Regulations and Codes.
